Leader Bios

Keith Staats, Adjunct Professor

Keith Staats is an attorney who has been involved in state and local tax for over 30 years. Keith is the Executive Director of the Illinois Chamber of Commerce Tax Institute.  He previously was a director in Grant Thornton’s State and Local Tax (SALT) practice in Chicago, where he was involved in tax planning, consulting, and dispute resolution in all areas of state and local taxation.  Keith was Counsel at McDermott Will & Emery in Chicago where he specialized in multistate tax planning, consulting and litigation. Keith served as general counsel of the Illinois Department of Revenue, and was on the legal staff of the Illinois Department of Revenue for 10 years.  Prior to joining the Illinois Department of Revenue, Keith was the Assistant Director of the staff of the Illinois General Assembly’s Joint Committee on Administrative Rules.

Timothy Reilly, Senior Manager, RSM US LLP

Tim is a senior manager in RSM's state and local tax practice in Des Moines, Iowa, focused on sales and use tax. He provides the full spectrum of tax controversy services for clients across the country, including audit defense, appeals, and formal guidance requests. Tim also engages in sales and use tax refund claims, advises clients on potential exposures, and presents at tax seminars. His clients come from a wide variety of industries, from construction to manufacturing to nonprofit organizations. Tim also assists RSM's consulting teams on state tax administration system projects and its M&A teams in determining liability risks. 
Tim joined RSM after 6 years with the Iowa Department of Revenue, working as its Sales and Excise Tax Policy Director and as a staff attorney, including serving as its legislative liaison for 3 sessions. Prior to that, Tim worked as Legal Counsel for the Iowa Legislative Services Agency for 3 years. Tim earned his J.D. from Drake University and his B.A. from the University of Iowa.
